The mission of the National Research Ethics Committee (CNER) is defined by Article 27 of the law of 8 March 2018 on hospitals. Its essential role is the protection of persons participating in a health study. Its opinions concern the ethical acceptability of projects submitted to it. 

For other questions raised in bioethics, the National Consultative Ethics Commission for Life Sciences and Health (C.N.E.) issues an advisory opinion.

The CNER works in accordance with the principles of the Helsinki Declaration and the Oviedo Convention, the rules established by the International Conference on Harmonisation (ICH), the Regulation on clinical trials EU 536/2014, the law of 8 March 2018 on hospitals and the Grand-ducal Regulation of 26 June 2019 on the functioning of the CNER.

The CNER is a member of the European Network of Research Ethics Committees (EUREC).

The CNER meets once a month. Investigators are invited to present their study to the CNER in a plenary session. The Committee gives its opinion within ten working days of the meeting at which the study was evaluated. The evaluation of amendments does not require a presentation in the plenary session.
